The presentation ceremony of the "Digital Executive Power" portal of the EGDC was held
On November 23, 2021, the presentation ceremony of the “Digital Executive Power” portal - rih.gov.az, created by the E-GOV Development Center (EGDC) of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan was held.
The “Digital Executive Power” portal is implemented within the framework of the application of “ASAN Standards” in local executive powers. The project includes the provision of a number of services provided by local executive powers online through the “Digital Executive Power” portal, as well as the provision of services provided by local executive powers to citizens in physical format in accordance with “ASAN” standards.
Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan Ulvi Mehdiyev, Deputy head of the Department for Territorial and Organizational Issues of the Administration of the President of the Republic of Azerbaijan Ibrahim Mustafayev, Karin Hoerhan, Director of the German Corporation for International Cooperation (GIZ) for Azerbaijan, representatives of international organizations, heads of district and city executive powers and other guests attended at the event.
The guests stressed the importance of the work done to increase the level of digital literacy in the regions, to provide access to services from a single space.
Fariz Jafarov, Director of the E-GOV Development Center, provided detailed information on the activities of the "Digital Executive Power" portal, including citizen reception, e-services, e-participation, information sections. There was also a presentation on the working principle of the personal cabinets of citizens and employees of the executive powers, as well as the reporting module of the portal.
Digitalization of the services of local executive powers is implemented jointly with the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and relevant local executive powers within the framework of the “Good Governance for Local Development” program funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and executed by the German Corporation for International Cooperation (GIZ).
The project is initially implemented in three socio-economically active regions - Ganja, Masalli, and Guba. Relevant executive authorities were selected to represent each zone of Azerbaijan (north, south, and west), population, and location of "ASAN service" centers.
Within the framework of the project, trainings and workshops were held for employees of “ASAN service” centers and executive powers, as well as ASAN volunteers in all three regions.
The project, which was initially implemented as a pilot project, will be implemented by other executive powers in the next stage. It is planned to conduct trainings in this direction, as well as campaign work. In addition, it is planned to implement other projects related to the building of regional e-government.
The project aims to increase flexibility in the decision-making process, increase digital literacy, provide access to services from a single space, save time for citizens, facilitate the application process, as well as ensure flexibility and efficiency in the activities of local executive powers.
