“The “Digital executive power” portal”

“Digital Executive Power” portal targeted to increase flexibility in the decision-making process, increase the level of digital literacy, provide access to services from a single space, save time for citizens, facilitate the application process, as well as ensure flexibility and efficiency of local executive powers.

The Digital Executive Power portal provides a number of services provided by the executive powers to citizens in digital format, as well as an opportunity to apply to the executive powers in electronic format for a meeting and to form inquiries on topical issues. Prior to the creation of the “Digital executive power” portal, surveys were conducted among citizens in Ganja, as well as in Guba and Masalli districts, to ensure citizen participation (you can get acquainted with the results of the surveys here). The portal also has an information module in electronic format.

13 e-services are provided to citizens in the services section of the “Digital executive power” portal. 9 of these services are public services provided to citizens by local executive powers. To use these services, citizens can apply by submitting information on the basis of the required documents. Some personal information of citizens is automatically obtained through the portal. This, in turn, saves citizens’ time and resources.

Through the "e-participation" section, citizens can apply to the executive power on topical public issues. The citizen has the opportunity to create a "New Application" by going to the "E-participation" section, selecting the local executive power, and then the direction of the application. After the application is approved by the local executive power, the survey is created for other citizens to vote in the "E-participation" section of the portal. Voting is anonymous and the results are openly shared on the portal. At the same time, through this module, local executive powers have the opportunity to obtain the views and attitudes of citizens about the projects and innovations planned to be implemented.

The “Citizen Reception” module Provides an opportunity to apply online for a meeting with local powers. After citizens apply for admission on the spot, the application is considered by the relevant executive authority. Then, information about the time of the meeting and the person to be met is posted in the citizen's personal cabinet.

Through the "Information" section, citizens can get information about the work done by local executive powers.

Digitalization of the services of local executive powers is implemented jointly with the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and relevant local executive powers within the framework of the “Good Governance for Local Development” program funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and executed by the German Corporation for International Cooperation (GIZ).
