Established by the Committee of Ministers of the Council of Europe, Ad Hoc Committee on Artificial Intelligence (CAHAI), is examining the feasibility and potential elements on the basis of broad multi-stakeholder consultations, of a legal framework for the development, design, and application of artificial intelligence, based on Council of Europe’s standards on human rights, democracy, and the rule of law.
CAHAI’s work is based on close and unique cooperation between multiple stakeholders from a range of sectors. The Committee brings together representatives of the 47 member states, observer states, Council of Europe bodies and sectors, private sector, civil society, research, and academic institutions, and other international and regional organizations working in the field of artificial intelligence.
Rooted in the United Nations Charter and guided by the transformative 2030 Agenda for Sustainable Development, the UN Department of Economic and Social Affairs (UN DESA) upholds the development pillar of the United Nations. By facilitating major global conferences and summits in the economic, social and environmental fields, UN DESA assists countries as they find common ground, set norms, and take decisive steps forward.
As the think tank of the UN, DESA, generates, analyses, and compiles a wide range of economic, social, and environmental data and statistics to inform and advise the Member States and other stakeholders as they take stock of trends and policy options to tackle common problems. UN DESA assists in translating policy frameworks developed in UN conferences and summits into programs at the country level and, through technical assistance, supports the Member States in building national capacities.
