E- services provided by government agencies will be implemented based on the opinion of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.
According to the regulatory legal act approved by the decision of the Board of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and came into force on January 25, e-services provided by the central and local executive authorities, state-owned legal entities and legal entities controlling the shares (stocks) belonging to the state, public legal entities established on behalf of the state (hereinafter - state bodies) will be implemented based on the positive opinion of the State Agency in terms of technicality and efficiency.
The act states that e-services can be provided after receiving positive feedback from the State Agency or after upgrades that have been made based on the suggestions outlined in the opinion, after registration and inclusion in the registration of electronic services, as well as after integrating into the e-Government Information System.
Organization and provision of e-services by state bodies will be implemented in accordance with the regulation established for each service in the Electronic Registry of Public Services. Provision of e-services with the regulations not defined through the Electronic Registry of Public Services is not allowed.
Identification is required for the provision of e-services. Identification will be carried out on the basis of e-signature or other e-identification tools defined by relevant regulatory legal acts.
